Social entrepreneurship has been providing innovative answers to various social challenges in Serbia for more than two decades. The traditional approach to solving the problems of vulnerable social groups by including a passive system of social protection proved to be unsustainable, due to the inadequate response to the needs of beneficiaries, and insufficient public resources for problems solving. Social enterprises in Serbia developed autonomously and operated in different legal forms without systematic regulation of the area and support from public institutions. The entry into force of the Law on Social Entrepreneurship, in November 2022, is the first serious step of the state towards supporting this sector. The Council for the Development of Social Entrepreneurship of the Government of the Republic of Serbia has initiated the development of the Program and its finalization, which is expected soon after consultation and public discussion.
In the second half of 2022, the Coalition for the Development of the Solidarity Economy (KoRSe) analyzed the existing regulatory framework, reviewed the previous analyzes and available data, once again consulted some of the actors, which resulted in the writing of recommendations for the development of the social entrepreneurship sector in Serbia. The Coalition for the Development of the Solidarity Economy (KoRSe) was founded in 2010 as an informal network of organizations that support the development of solidarity entrepreneurship, consisting of the Trag Foundation, the European Movement in Serbia (EMS), the Initiative for Development and Cooperation (IDC) and Smart Kolektiv.
