As part of the “Green Kick” project, which aims to strengthen the role of civil society in decarbonisation and the fight against climate change, the third mentoring workshop titled “Achieving SECAP Goals: Presentation of the Baseline and Monitoring Emissions Inventory, Strengthening Climate Resilience, Addressing Energy Poverty, and Defining a 2050 Vision” was held in Belgrade from 8 to 10 April 2025.

The first day of the workshop was dedicated to CO₂ emissions analysis, including presentations of the Baseline Emissions Inventory (BEI) and the Monitoring Emissions Inventory (MEI) for the sectors of buildings, public lighting, transport, waste management, and water supply systems. Participants reviewed the achievements of local self-government units (LSGUs), compared them to the emission reduction targets of at least 55% compared to the baseline year, and discussed the catalogue of measures and the relevance of the “Business as Usual” scenario.

The second day of the workshop focused on strengthening resilience to climate change and the second pillar of the Covenant of Mayors. The methodology for data collection, risk analysis, and identification of vulnerable sectors (health, tourism, agriculture) was presented, along with strategies for addressing extreme climate hazards. The day concluded with a discussion on energy poverty, including its definition, data collection methodology, and data processing through an online form.

The third day continued the topic of energy poverty, with a review of indicators and measures for its mitigation. In the final session, participants worked in groups to develop a long-term vision for 2050, setting goals for the sustainable future of their communities. The workshop concluded with a summary of key topics and guidance for the next steps in developing the SECAP.

The “Green Kick” project is implemented by Smart Kolektiv in partnership with Center for Development and Support from Tuzla (Bosnia and Herzegovina) and FORS Montenegro from Nikšić (Montenegro).  This project is part of the European Climate Initiative (EUKI). EUKI is an instrument for financing projects of the German Federal Ministry for Economic Affairs and Climate Action (BMWK). EUKI’s call for project idea selection was conducted by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The comprehensive objective of EUKI is to promote climate cooperation within the European Union (EU) to reduce greenhouse gas emissions.
