As part of the “Green Kick” project, aimed at strengthening the role of civil society in the decarbonization process and combating climate change, the second mentoring workshop titled “Development of the Baseline Emission Inventory (BEI) – Data Collection” was held from October 22 to 25 in Bečići. 

The first day of the workshop covered the fundamentals of emission data collection, focusing on defining a reference baseline year and explaining the methodologies for Baseline Emission Inventory (BEI) and Monitoring Emission Inventory (MEI). Special attention was given to the building sector, where the steps for data collection in accordance with SECAP requirements were presented, emphasizing public buildings and standardized templates for recording structures. 

During the following two days, the workshop addressed the sectors of housing, transportation, utilities, and non-energy sectors such as water supply and wastewater management. Participants were introduced to standard templates and methodologies for data collection, as well as options for utilizing renewable energy sources and opportunities for registration on the Covenant of Mayors – Europe platform. 

The workshop concluded with a summary of key topics and guidance for local governments in the preparation and implementation of SECAP, further strengthening local activities aimed at sustainable development and decarbonization. 

The “Green Kick” project is implemented by Smart Kolektiv in partnership with the Center for Development and Support from Tuzla and FORS Montenegro from Nikšić.  The project is part of the European Climate Initiative (EUKI). EUKI is an instrument for financing projects of the German Federal Ministry for Economic Affairs and Climate Action (BMWK).
