As part of the “Green Kick” project, which focuses on strengthening the role of civil society in decarbonization and combating climate change, the first mentoring training for consortium members was held in Belgrade. The training was aimed at developing Sustainable Energy and Climate Action Plans (SECAP) and facilitating local governments’ access to the Covenant of Mayors.
The mentoring training was held on May 23 and 24, 2024, in Belgrade, led by Ina Salihović, an energy efficiency expert from the Center for Development and Support (CRP). Members of the project team from three partner organizations participated in the training: the Center for Development and Support (CRP) from Tuzla, FORS Montenegro from Nikšić, and Smart Kolektiv from Belgrade. Participants received detailed instructions on developing and designing strategic documents related to decarbonization and climate change, and communication with local governments. They were also introduced to methods for involving the public in planning processes, including the use of various digital tools.

On the first day, participants gained insight into the process of local governments applying to join the Covenant of Mayors for Climate and Energy initiative, as well as the obligations local governments undertake upon joining. The second day of the training focused on the development of Sustainable Energy and Climate Action Plans (SECAP), including all necessary steps for forming the working team and advisory group and their responsibilities in the development of SECAP.
During the training, participants learned the procedural aspects and collaborative efforts required to join the Covenant of Mayors initiative and develop SECAP.
The “Green Kick” project is implemented by Smart Kolektiv in partnership with the Center for Development and Support from Tuzla and FORS Montenegro from Nikšić. The project is part of the European Climate Initiative (EUKI). EUKI is an instrument for financing projects of the German Federal Ministry for Economic Affairs and Climate Action (BMWK).
