Local communities play a key role in tackling climate change. Cities and municipalities are where decisions are made on energy, transport, urban planning, and the management of public spaces – areas that directly affect greenhouse gas emissions and the quality of life of citizens.
For this reason, the Green Kick project was launched to strengthen the capacities of local communities in Bosnia and Herzegovina, Montenegro, and Serbia to plan and implement climate policies.
As part of the project, civil society organizations and local governments worked together to develop Sustainable Energy and Climate Action Plans (SECAPs) – strategic documents that help cities and municipalities plan CO₂ emission reductions and strengthen their resilience to the impacts of climate change.
This catalogue showcases a selection of the most successful SECAP teams and examples of good practice from Bosnia and Herzegovina, Montenegro, and Serbia, developed through the Green Kick project. It is intended to inspire and encourage other local communities in planning and implementing climate action.

The Green Kick project is implemented by the Center for Development and Support from Bosnia and Herzegovina, in partnership with Smart Kolektiv from Serbia and the Foundation for the Development of the North of Montenegro – FORS Montenegro, and is part of the European Climate Initiative (EUKI), supported by the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN).
